In 2007 the United Nations General Assembly resolved to observe 15 September as the International Day of Democracy - with the purpose of promoting and upholding the principles of democracy - and invited all member states and organizations to commemorate the day in an appropriate manner that contributes to raising public awareness.
The International Day of Democracy provides an opportunity to review the state of democracy in the world. The Day aims to encourage Governments to strengthen national programmes devoted to the promotion and consolidation of democracy.
The link between democracy and human rights is captured in article 21(3) of the Universal Declaration of Human Rights, which states:
“The will of the people shall be the basis of the authority of government; this will shall be expressed in periodic and genuine elections which shall be by universal and equal suffrage and shall be held by secret vote or by equivalent free voting procedures.”
