Climate change and sustainable development goals (SDGs) are some of the most pressing issues of our era. The aftermath of the climate change mitigation agenda, especially the Paris Agreement and new COP27are under scrutiny, so yet to be explored. International norms and principles will need fundamental transformation in response to these developments. The contribution of international investment law for the climate emergency and achieving sustainable development is considerable and some aspects of it has already received attention in academic literature. However, the Russia-Ukraine war brings a new dimension and urgency to non-fossil fuels transition, energy security and energy supply discussions. These shifts in global energy policy need to be analysed due to their impact on energy investments, in particular because as international investment agreements (IIAs) play an important as part of a wider international legal framework governing the relationships between states and the energy sector.
Foreseeing the future and investing in the energy sector should have some consistent institutions in the middle of these uncertainties. Therefore, the functions of legal regimes, particularly international law, can offer solutions to all stakeholders in the energy sector.
Bio: Dr Özge Varış studied for her LL.B degree at the Yeditepe University, Istanbul, Turkey. She holds the LL.M degree from the University of Amsterdam, the Netherlands, in international law and European Union law. She gained her PhD. from the University of Dundee’s Centre for Energy, Petroleum, Mineral Law and Policy (the CEPMLP), in the UK. Before her PhD, Dr. Varış worked as a qualified attorney-at-law in the Istanbul Bar. She was selected for the young scientist award program (BAGEP) in 2021 with her project titled “New Norms and Principles of International Investment Law based on Sustainable Development Goals” by the Academy of Sciences (Bilim Akademisi) in Turkey. She won 2021 the Professor S. Sulhi Tekinay Prize in Social Sciences with her research in natural resources, international investment law and sustainability nexus under the BAGEP. Currently, she is a fully funded visiting fellow at the University of Liverpool, UK, and she is holding her position as a full-time assistant professor at the Kirklareli University, Faculty of Law, Turkiye. Dr. Varış also provides legal opinions and consultancy to public institutions and private companies, supervising master students at the University of Amsterdam under the International and European Union Law LLM programme. Her research areas are international economic law, especially international investment law and international investment dispute settlement; European trade and investment policy and natural resources, especially energy security and sustainable development.
