Originally delivered as a Socialist lecture, James Leatham's article looks forward to the establishment of a Co-operative Commonwealth. In a Co-operative Commonwealth, local bodies administer their own local services; railways, canals and mines are nationalized - run by the state, and the post office and telephone services are amalgamated and nationalized. Leatham's vision did come to pass in post-second world war, Labour Britain.
