Maritime Preparedness and International Partnership in the High North (MARPART project)

Newly created University of the Arctic Thematic Network, will be presented and endorsed during its Congress in Saint-Petersburg this September 2016.

Almost twenty organisations from Norway, Russia, Iceland and Greenland are involved into this big-scale project leaded by Nord University. Among them are educational institutions, regional authorities, rescue services and Barents Euro Arctic Council Joint Working Group on Education and Research. The project is financed by the Norwegian Ministry of Foreign Affairs.

MARPART emphasizes the responsibility of the governments for preparedness as to safety, security and environmental protection in the High North.The main purpose of this project is to assess the risk of the increased maritime activity in the High North and the challenges this increase may represent for the preparedness institutions in this region.

Project goals:

To increase understanding of future tasks and the demands for a preparedness system in the High North including both search and rescue, oil spill recovery, firefighting and salvage, and actions against terror or other forms of destructive action;

To provide analytical concepts for studying coordination challenges in cross-border, multi-tasking operations;

To contribute with organizational concepts for inter-organizational partnership and management of joint operations.

The project will continue in frames of a new intiative - MARPART (2) –Man: Joint Task-Force Management in High North Emergency Response. In the Marpart-Man project the partner institutions will focus on competence improvements through adequate educational programs, training and exercise schemes. 

Based on successful cooperation experience the project partners decided to create a new UArctic Thematic Network, which is going to be presented and endorsed during the UArctic Congress in Saint-Petersburg.
