Matt Sutton is Professor of Health Economics and current leader of the “Health Sciences Research Group” on which the new Institute of Population Health will be founded in September 2012. He is associate editor of Health Economics and a member of the Medical Research Council College of Experts. Previously he lead the Workforce Research program of the National Primary Care Research and Development Centre – which was funded by the English Department of Health to carry out policy-relevant research over a 16 year period ending December 2010. Sutton conducted research into the finance and organization of health care, and the factors underpinning regional and national labor markets for health care personnel. A key achievement was the development of resource allocation formulae for the National Health Service of England and Scotland. His research interests include the economics of health care labor markets, health care funding, and the effects of incentive payments on health professional behavior. He has published on these issues in leading health economics and health service journals.
Prof Stephen Birch, Professor of Health Economics, Health Methodology Research Group, School of Community Based Medicine, The University of Manchester
Prof Birch is a Professor of Health Economics at the University of Manchester (UK) and also Professor of Clinical Epidemiology and Biostatistics at McMaster University (Canada). He is senior editor, health economics for Social Science and Medicine, and an internationally leading expert on needs-based approaches to workforce planning in health care. His main research interests are in methods for economic evaluation of health interventions, equity in health care resource allocation and the relationship between health and environments. He has published on these issues in leading health economics and health service journals.

Jon is a Research Associate in the Manchester Centre for Health Economics at The University of Manchester. Prior to taking up this role Jon was a PhD student in the Environmental and Resource Economics research group in the economics department at The University of Manchester. His PhD focused on environmental health in developing countries, specifically the case of the consumption of arsenic contaminated drinking water in rural Cambodia. He utilised discrete choice experiments and averting expenditure revealed preference methodologies to examine preferences for improved drinking sources. Jon also holds an MSc in Environmental Economics from The University of Manchester.

Anne is Senior Lecturer in Employment Studies and a Co-Director of the Health Services Research Centre at Alliance Manchester Business School. Her research interests lie in the broad areas of healthcare human resource management and gender relations at work. She has led several research projects for the Department of Health (England) to explore the implementation and impact of workforce modernisation. She is a member of NIHR GM-CLAHRC (Greater Manchester Collaboration for Leadership in Applied Health Research and Care). This involves working with a range of practitioners in a variety of settings and the study of new models of care and consequent skill mix changes. Her work is published in leading journals in HRM and the sociology of work.
Prof Bonnie Sibbald, Professor of Health Services Research, Institute of Population Health, University of Manchester (Original applicant, since retired)
Bonnie is Professor of Health Services Research in the University of Manchester, Director of the Institute of Health Sciences and Director Designate of the new Institute of Population Health. Previously she was Director of the National Primary Care Research and Development Centre (see above) and Chair of the Health Services Research Network for the UK. Her research has focused on improving the equity and quality of primary care provision through workforce development and deployment. A key part of this work has focused on nurse-doctor substitution where she is an acknowledged international expert in the field.
