Biography: Son of Alexander Fraser; born Mansfield, Ohio, 3 March 1890. M.A. (I Econ. Sc.), 1915. Private, Infantry, U.S. Army, March-April 1918; transferred to Gas Defence Service (Gas Masks Department), U.S.A. Served-April 1918-January 1919.
