There are a few ways of working for the EU Institutions. The first way is through a traineeship and details are below.
The only way to work as a stagiaire at the European Parliament is to apply centrally to the Traineeships office in Luxembourg. Here is the information link:

However, please read the internal rules on traineeships as there is a condition regarding non-admittance if you have already completed a paid traineeship:

The other way is to seek full-time employment and to do that you would need to visit the EPSO (European Personnel Selection Office) website which is the organisation charged with organising and coordinating all competitions for employment at the European Institutions. Take a look at their website:

Here you will be able to view current and upcoming competitions. The whole procedure, from application to being placed on a reserve list, is a lengthy one: a year to 18 months is not unusual.
