Remit
To consider and make recommendations to the JPFEC (Joint Planning, Finance and Estates Committee) on the following matters:
Minor Capital Programme
- Capital expenditure projects prioritised annually by the Estates Section and by the Directorate of Information Systems and Services (DISS), via the University Information Management Committee and the University Management Group.
- The three-year programme of projects with approximately £3 million allocated per annum, ensuring each project meets the University’s strategic objectives, provides value for money and is suitably funded.
- High priority projects which had not previously been identified.
Functionality Budget
- Subject to the achievement of a satisfactory institutional cash balance and surplus in the previous financial year, the allocation of any additional funding for functionality improvements.
Major Institutional Capital Projects
- Major Institutional capital projects following consideration by the University Management Group, ensuring that a full business case, including option appraisal and risk assessment has been completed, and that suitable funding arrangements are in place.
- To monitor the management of all capital expenditure.
Composition
The Capital Expenditure Sub-Committee is a sub-committee of the Joint Planning, Finance & Estates Committee, composed of a Lay Court Member (Convener), Senior Vice-Principal, Vice-Principal (Teaching and Learning), Vice-Principal (Research and Commercialisation), Director of Finance, Court Member / Senate Assessor and Student Representative.
