Remit
- To integrate academic, financial and physical planning and policy making and to advise the Court and Senate on long-term strategic objectives for the University;
- To formulate and promulgate for the Court’s approval an Institutional Plan, within the long-term strategic objectives approved by the Court and Senate and taking account of the academic and financial plans of the individual Colleges, and to monitor the implementation of the Institutional Plan, regularly reviewing and revising it;
- To monitor and advise on the overall financial management of the University, to monitor the income and expenditure of the University, to scrutinise and recommend for approval the annual financial statements of the University, and to ensure compliance with the relevant financial provisions of the SHEFC Financial Memorandum;
- On the basis of the Institutional Plan, and on behalf of the Court to allocate resources to budget centres and monitor their performance, and to establish planning and budgetary guidelines for Colleges and other spending authorities;
- To monitor and advise on: the overall estate management of the University, the application of resources to the provision, maintenance and refurbishment of the estate, the provision of utilities and building related services, and the allocation and utilisation of accommodation;
- To establish standing sub-committees and ad hoc working parties as necessary;
- To exercise such additional powers as the Court and Senate shall from time to time devolve to it;
- To report to the Court and Senate.
The principal functions of the JPFEC are:
- To develop institutional plans and policies which integrate academic, financial and physical properties of the University, and to recommend these, as appropriate, to the Senate and Court.
- To allocate budgets to budget centres, taking account both of individual budget centres’ forward plans and past performance, and of the institutional interest as a whole.
The JPFEC meets at least twice each term, and business is brought to it principally by Heads of College (following consultation with College Planning/Advisory Committees, as appropriate) or by the Principal, Vice-Principals and other senior officers.
Composition
The JPFEC is a joint Committee of Court and Senate, composed of the Principal, 4 lay Court members (including Convener), Senior Vice-Principal, three Senate Assessors, President of the Students’ Association, and the Heads of College (ex officiis); with the Vice-Principals, Rector’s Assessor and Officers.
