Is it the responsibility of today's generation to apologise for the past?

Entailing theft, racism, slavery and extreme violence, it’s difficult not to have a dim view of colonialism. But is it the responsibility of today’s generation to apologise? Is it meaningful to offer apologies when much of the colonised world continues to experience inequality in relation to the former colonisers? Can mere words have an impact on international relations? With audience participation strongly encouraged, these issues will be debated.
