Intergovernmental fiscal relations expert from the Privy Council Office of the Government of Canada

Russell Mellett, of the Privy Council Office in Ottawa, visited the Centre on 7-8 August 2001 towards the end of his secondment to the Constitution Secretariat of the UK Cabinet Office. He gave a seminar on “Intergovernmental fiscal relationships in Canada”, chaired by Professor the Lord Sewel (Senior Vice-Principal, University of Aberdeen) who, as Minister of State at the Scottish Office, was responsible for taking the Scotland Act 1998 through the House of Lords.
