The University of Aberdeen, in conjunction with the University's Jakarta Alumni Chapter, is pleased to announce a one day conference focusing on the new revision of Indonesian Oil & Gas Law on Wednesday April 20 at the Dharmawangsa Jakarta.

The UK and Indonesia face similar challenges as hydrocarbon jurisdictions that possess both mature and frontier areas: how to incentivise the investment necessary to ensure the longevity of the former and the development of the latter. Never an easy problem to solve, the challenge is all the greater in the context of the low prices that appear set to endure for longer than was originally expected. Among the difficulties confronting the two countries is the risk that reserves will be stranded, either because existing infrastructure will have to be decommissioned in mature areas before new developments can make use of it or because, in frontier areas, higher costs and greater uncertainty will favour cheaper alternatives. In all cases, the legal and regulatory framework has an important role to play and in each country potentially significant reform is underway. This conference is an opportunity to consider the challenges faced and the contribution that law and regulation can make to their being overcome.   During the past year the oil price has fluctuated between $78 and $28 dollars. Whilst everyone is familiar with these price movements from the daily coverage of this topic in the news media, less well understood are the underlying transactions from which these prices emerge. A strong understanding of oil price formation is therefore important to understand the source of the current challenges, but also so that governments can set appropriate references for tax policy. This conference, therefore, is also an opportunity to broaden understanding of the determination of oil prices and the regulatory environment from which they emerge.

In addition to Professor John Paterson and Mr Emre Usenmez the following distinguished speakers will discuss the impact of the government's proposed changes and improvements to the management of the oil and gas sector in Indonesia: Professor Hikmahanto Juwana, S.H., LL.M., Ph.D, Professor in International Law from University of Indonesia H.E Mr Ir H. Satya Widya Yudha, ME, M.Sc (Member of Commission VII from The House of Representatives of The Republic of Indonesia overseeing Energy, Mineral Resources, Research and Technology, Environmental Affairs)   Mr Didi Setiarto, Senior Advisor, Executive Office of the President of Republic of Indonesia; also former Head of Legal Division of BPMIGAS (now SKKMIGAS)   Mr Alan Frederik, (Partner, Widyawan & Partners; former Chief Counsel - Legal & Compliance PERTAMINA (Persero) and former Head of Legal Division of BPMIGAS (now SKKMIGAS)   Mr Hardi Hanafiah, who will represent the Indonesian Petroleum Association (IPA) (Managing Counsel of BP Indonesia and Vice Chairman of IPA's Regulatory Affairs Committee)
